Scope and Contents
Dr. Francisco José de Arboleda in Popayán petitions against a forced contribution of $6,000 to help finance the war. Demonstrates the tensions of the colonial elite creoles and the Spanish royalists and cites the threat of confiscating slaves. Signed by Juan Sámano, commander of royalist troops and future Viceroy of New Granada [transcription included].
